Every time I tune my guitar to standard EADGBE tuning, i will got sharply out of tune, (the E will go to C#)?

Your tuning pegs need to be replaced, Sounds like its dropping tune to c# from E. The tuning ped is probably loose. Make sure you stretch your strings when replacing them.
